STATEMENT BY FINN RESKE-NIELSEN, ACTING SPECIAL REPRESENTATIVE OF THE UN SECRETARY-GENERAL FOR TIMOR-LESTE

UNMIT, Dili, October 5th, 2006 – I am deeply grateful to the President, Prime Minister, and the President of Parliament for their joint statement of this morning, on the necessity of the upcoming Independent Commission of Inquiry report for building rule of law in Timor-Leste.

The report is indeed a first step in an essential process of accountability and reconciliation. We have all seen the harm that comes when conflict turns to violence. The intention of the Commissioners in writing this report has been to establish the truth, so that the people of Timor-Leste have a clear and trustworthy basis for understanding the events of April and May, and a tool for resolving differences peacefully. I have little doubt that without peace, unity, and rule of law, Timor-Leste will not flourish.

The new United Nations Integrated Mission in Timor-Leste believes that accountability is the only way to end impunity. For this reason the United Nations is working together to ensure that the report will be available to as wide a public as possible in Tetum, Portuguese, Bahasa Indonesia and English. It will be released later this month once translations have been completed.

Well, well, well. An expected delay in the circumstances with an louzy attempt at cover up. We have heard this one and that one ask for an advanced copy prior to its release....all trying to get a sneak look. Even the President asked for a copy I hear. I hope you are not just being pressured Mr Neilsen. But then again you would just be carrying on an appalling UN tradition. By the way, is the lover of President Gusmao's Chief of Staff (a highly politicised figure and arch protagonist in this nations recent political drama/crisis) Agio Pereira still working in the UNMITs Office of Political Affairs? And others including the overhelmingly high number of Timorese nationals employed with UNDP and the Un mission proper with clear alligiencies to the opposition parties. Oops...that would ensure anyhting except unbiased reporting for the SRGSG or New York would it not? This is just one example of how the UNs recent role in T-L can be called into question in terms of its neutrality and effectiveness. Sorry but you Mr Neilsen will be the one now left with the task of cleaning up the political mess of meddling and partisanship left behind for you by your predecessors Messrs Hasegawa and Bajwa. Has the commission investigated their involvemnet in the crisis?

Hold your horses.
Lets give UN the benefict of the doubt. We keenly await the disclosure of the report. After that, lets start "cutting throats".
And lets be realistic, you can't expect them to bash their own people, surelly. The same applies for criticizing foreign governments (ie. AUSTRALIA) wich have the complete support of a permanent member (remember 1975-...).
They can't, it will be suicide and the UN walks a very thin line, but WE CAN.
Hopefully, as they said in 1999, Timor Leste will be an example to be followed by the World and the UN - it would be poetic justice.

Something good will come out from all this shit, believe me.

Dear Mr. Nielsen, did you know that just as a coincidence the lover of President´s Gusmao´s Chief of Staff, who is an American national, obtained the position through the Australian human resources guy, placed in New York now?

UNMIT, Dili, Outubro 5, 2006 – Estou muito grato ao Presidente, Primeiro-Ministro, e ao Presidente do Parlamento pela sua declaração conjunta hoje de manhã, sobre a necessidade do relatório que está para vir da Comissão Independente de Inquérito para construir o domínio da lei em Timor-Leste.

O relatório é na verdade um primeiro passo num processo essencial de responsabilização e reconciliação. Todos vimos os danos que acontecem quando o conflito se transforma em violência. A intenção da Comissão ao escrever este relatório foi estabelecer a verdade, de modo a que o povo de Timor-Leste tenha uma base clara e de confiança para compreender os eventos de Abril e de Maio, e um instrumento para resolver pacificamente as diferenças. Tenho poucas dúvidas de que sem paz, unidade, e o domínio da lei, Timor-Leste não florescerá.

A nova Missão Integrada da ONU em Timor-Leste acredita que a responsabilização é a única maneira de acabar com a imunidade. Por esta razão a ONU trabalha junta para garantir que o relatório estará disponível a um público tão alargado quanto possível em Tétum, Português, Bahasa Indonesia e Inglês. Será emitido mais tarde neste mês logo que as traduções estejam completas.
