COI Report Still Not Ready: Reske-Nielsen

Acting SRSG, Finn Reske-Nielsen told the media on Monday, following his meeting with Prime Minister Ramos-Horta that he could not give the specific date for the release of the COI report, adding that it was still being translated, but it would be soon. Finn Reske-Nielsen said that UNMIT is working hard with UNPOL and the international military forces to control the situation when the report is released, adding that the UN is aware of the government’s stand following two weeks of meetings with its members. According to Timor Post, MP Clementino dos Reis Amaral said the Acting SRSG appealed to leaders of political parties to educate/encourage their members not to create disturbances when the report is released. He said that the crisis can be overcome if the Timorese maintain stability and allow time for justice to proceed through the investigations carried out on the subjects mentioned in the report. STL reported Reske-Nielsen as saying the leaders must be prepared to receive the report. STL also reported on the meeting between Acting SRSG Finn Reske-Nielsen and Longuinhos Monteiro, Timor-Leste Prosecutor General, who told the media afterwards that the meeting was in relation to preparation for the release of the COI report. Petitioners Return Questionnaires

About 519 petitioners have returned the questionnaires handed to them by the Notable Commission. According to Pedro da Costa, a member of the Commission, the response to the questionnaire has been very positive and outlines a way forward to resolve the problems within the Defence Force. Da Costa said since the mandate of the Commission ends on 30th October, the report must be submitted and a decision made on the subject. (TP)

New Judges Must Learn Tetum Language

MP Alexandre Corte-Real (UDT) said part of the contract for new judges is to learn Tetum since it is one of the two official languages used by the population. Corte-Real said another area the international judges should have thorough knowledge of is in the crimes that have been committed in Timor-Leste during the recent crisis. (STL)

Political Parties Ready to Participate In Elections

President of the Court of Appeal said 13 political parties have registered to participate in the 2007 elections. He said the latest party to register was the Republican Party, adding each party must have a minimum of 1500 members to be entitled to register. He said those parties who have not yet registered but are represented in the National Parliament are UDC/PDC, Klibur Oan Timor Aswain(KOTA) and the Liberal Party. In 2001, 16 political parties participated in the elections. (STL)

President Launches Community Reintegration Commission

President Xanana Gusmao launched the Commission for Community Reintegration at his office on Monday. The commission is tasked with coordinating the “Simu Malu” program of the government to assist in speeding-up the process of community reintegration to overcome the crisis. Speaking at the launching ceremony, President Gusmao said that the commission was established to carry out a political approach to the problems to bring about security and stability. He called on the youth to stop violence.

Handgun and grenade found in Dili

A university student yesterday found a handgun and an active grenade in the vicinity of the National University’s Caicoli campus, near UNMIT’s Obrigado Headquarters. Upon seeing the artillery, the student immediately informed the Interior Ministry and the International police and military forces arrived at the scene to take the materials away.

NP passed a motion on International forces

The National Parliament yesterday passed a motion on the action of the international forces in Timor-Leste, particularly the Australian Defence Force. Elizario Ferreira from Fretilin told journalists that the motion was proposed based on information available to the Parliament that the Australian forces had not been acting impartially and hence the motion was to call on the government to coordinate with UNMIT on how to better provide security to the population.

Relatório do COI ainda não está pronto: Reske-Nielsen

O SRSG em exercívio, Finn Reske-Nielsen disse aos media na Segunda-feira, depois de se encontrar com o Primeiro-Ministro Ramos-Horta que não podia dar a data específica para a saída do relatório do COI, acrescentando que estava ainda a ser traduzido, mas que seria em breve. Finn Reske-Nielsen disse que a UNMIT está a trabalhar no duro com a UNPOL e as forces militares internacionais para controlar a situação quando sair o relatório, acrescentando que a ONU conhece a postura do governo no seguimento de duas semanas de encontros com os seus membros. De acordo com o Timor Post, o deputado Clementino dos Reis Amaral disse que o SRSG em exercício apelou aos líderes dos partidos políticos para educarem/encorajarem os seus membros a não criarem distúrbios quando o relatório sair. Disse que a crise pode ser ultrapassada se os Timorenses mantiverem a estabilidade e permitirem que a justice tenha tempo para prosseguir as investigações sobre os assuntos do relatório. O STL relatou que Reske-Nielsen disse que os líderes devem estar preparados para receber o relatório. O STL também relatou o encontro entre o SRSG em exercício Finn Reske-Nielsen e Longuinhos Monteiro, Procurador-Geral de Timor-Leste, que depois disse aos media que o encontro foi sobre a preparação da saída do relatório do COI. Os Peticionários devolvem questionários

Cerca de 519 peticionários devolveram os questionários que lhes foi entregue pela Comissão dos Notáveis. De acordo com Pedro da Costa, um membro da Comissão, a resposta aos questionários foi muito positive e aponta uma saída para resolver os problemas no seio da Força da Defesa. Da Costa disse que o mandato da Comissão termina a 30 de Outubro, o relatório deve ser entregue e uma decisão tomada sobre o assunto. (TP)

Os novos juízes devem aprender o Tétum

O deputado Alexandre Corte-Real (UDT) disse que parte do contrato para os novos juízes (é) aprenderem o Tétum visto que é uma das duas línguas oficiais usadas pela população. Corte-Real disse que uma outra área em que os juízes internacionais deviam ter conhecimento total são os crimes que têm sido cometidos em Timor-Leste durante a crise recente. (STL)

Partidos politicos prontos para participarem nas eleições

O Presidente do Tribunal de Apelo disse que se registaram 13 partidos políticos para participarem nas eleições de 2007. Disse que o ultimo partido que se registou foi o Partido Republicano, acrescentando que cada partido deve ter um mínimo de 1500 membros para se poder registar. Disse que os partidos que ainda não se registaram mas que estão representados no Parlamento Nacional são a UDC/PDC, Klibur Oan Timor Aswain(KOTA) e o Partido Liberal. Em 2001, participaram nas eleições 16 partidos políticos. (STL)

Presidente lança Comissão de Reintegração Comunitária

O Presidente Xanana Gusmão lançou a Comissão para a Reintegração Comunitária no seu Gabinete na Segunda-feira. A comissão tem a tarefa de coordenar o programa “Simu Malu” do governo para assistir em apressar o processo de reintegração comunitária para ultrapassar a crise. Falando na cerimónia de lançamento, o Presidente Gusmão disse que a comissão foi estabelecida para desenvolver uma abordagem política aos problemas de trazer segurança e estabilidade. Apelou aos jovens para pararem a violência.

Pistola e Granada encontradas em Dili

Um estudante universitário encontrou ontem uma pistola e uma granada activa nas proximidades de Universidade Nacional no campus de Caicoli, perto da sede da UNMIT de Obrigado. Após ter visto a artilharia, o estudante informou imediatamente o Ministério do Interior e forces da polícia e militares internacionais chegaram ao local para as levarem.

O PN aprova uma moção sobre forças internacionais

O Parlamento Nacional aprovou ontem uma moção sobre a acção das forças internacionais em Timor-Leste, particularmente sobre a Força de Defesa Australiana. Elizário Ferreira da Fretilin disse aos jornalistas que a moção foi proposta com base em informações que chegaram ao Parlamento de que as forces Australianas não têm estado a actuar com imparcialidade e por isso a moção foi para apelar ao governo para coordenar com a UNMIT em como melhorar a segurança a dar à população.
