We are Sad That Groups Are Killing Each Other: Xanana

Speaking during a ceremony held at Jardim Farol in Dili to put away the sacred arms – which were withdrawn from Sacred Houses in the past during times of invasion from outside - President Gusmão said the recent violence by martial art groups is making everybody sad. The President appealed to the young people and youth quoting PM Ramos-Horta’s words that “the future of Timor-Leste is in your hands and not ours, we are already old, and as leaders we have recognized our failures, big or small in a state that has just been established. Through these mistakes we are putting the efforts to better contribute to the country”. Gusmão also appealed for unity and for everybody to consciously stand up and claim that there is only one Timorese, one nation that is Timor and no such thing as lorosae and loromonu. (STL, DN)

7th December A Lesson For Timorese Not To Be Radicals: Ramos-Horta

Prime Minister Ramos-Horta has reportedly said that 7th December is a lesson for the Timorese to stop division, to stop being too radical and to stop possessing guns. Ramos-Horta said the invasion of Timor-Leste on 7th December 1975 was the result of the conflict between Fretilin and UDT parties, followed by a civil war, the desertion of the Portuguese government and the turning of people’s backs, which led to TNI entering the country. Therefore, he said it is a lesson for the nation not to be divided and to honour those courageous people who participated in the resistance period of 1975 up to 1999. He said that many are now dead but some like Brigadier General Taur Matan Ruak, Lere, Falur, L7 and many others are still alive. Ramos-Horta also told the media following the ceremony at the Jardim Farol, that the violence being committed by some martial arts groups is equivalent to the militias and they should no longer be classified as martial arts groups but gangs or militias. He said he’s waiting for the promise that some leaders of the groups have made to him to detain and turn in members who are involved in violence to the police. (TP, STL)

If State Needs Me I’ll Provide Full Support: Alkatiri

Former Prime Minister, Mari Alkatiri has reiterated that if the Government, the Parliament, the President, and Justice require his assistance he will fully cooperate to try and resolve the problem of the country. Alkatiri said he does not want to take political advantage and point a finger at others who do not have the capacity to resolve the problem, noting that in principle Fretilin also disapproves because Fretilin holds the power. UN Concerns The Same As National Parliament

Francisco Guterres Lu-Olo, President of the National Parliament, said the concerns of the UN about the electoral laws are the same as the Parliament. He said, unfortunately, the bill has not been approved due to some differences of opinion but he has been closely following the process with great concern and hopes that the document will be approved in order to allow STAE and CNE to start preparations for the 2007 elections. He said the debate is now on article five of the bill on CNE and once it is agreed upon they will move on to discuss the general election document, which he hopes will be approved by December 22 and continue on to the electoral law bill for the Presidential election. If no solution to the problem of martial art groups, there will be threat for the 2007 General Election

In relation to the resurgence of the gang violence that involved some members of martial arts groups, Director of East Timor Institute for Security Studies (ETISS), Julio Tomas Pinto reportedly said that the leaders of this country have to sort out the problems committed by the martial art groups. He then added that Timor-Leste has been having different problems from time to time. He also emphasized the importance of a basic law that can be used to regulate the groups. However, on the same matter, the state secretary for youth and sport, Jose Manuel Fernandes was quoted as saying that the Ministry of Education was at the stage of discussing the basic law for sport. (TP)

In addition, in Diario National, PM Ramos-Horta said that URP and UIR will be in charge to control the martial art groups. He said, “URP and UIR will control members of martial arts groups that are in possession of illegal weapons and causing problems in Dili.” He added that they already held meetings with UNPOL and the Minister of Interior to quickly reactivate the members of URP and UIR so that these two units can help UNPOL to solve the problem caused by martial art groups. Mutual Meeting towards a National Dialogue: Youths from Lorosa’e-Loromonu meets President Gusmão

Speaking to the journalists, Joao da Silva (Choque) said that under the leadership of President Gusmão there will be an organizing committee aimed at hosting national dialogues with the involvement of as many youths from Lorosa’e and Loromonu as possible to guarantee the IDPs to return home and put an end the violence. National Parliament Questions T-L Sovereignty In Relation Alfredo’s Weapons

MP Francisco Miranda Branco (Fretilin) questions the sovereignty rule of law of Timor-Leste as he is concerned with the recent security situation where Major Alfredo and his groups were seen to be in possession of weapons. He is of the opinion that it creates a precedent that ‘whoever becomes stronger will be the ones who hold the justice’ [they implement the justice according to what they want]. Branco asked the chairman of the National Parliament to call the Minister of Interior and Minister of Defense to explain the clear statue and weapons in the hand of Alfredo and his group. In addition, Vicente Guterres, UDC/PDC Bench urged the plenary session to clearly define the status of Major Alfredo and the group, whether or not Alfredo is still active military. On the same matter, Rui Menezes, (PD) also questioned the process of purchasing the weapons through a private company. According to Menezes, the weapons were possibly from a private company that supply weapons to Timor-Leste, and not from the outside. However, the president of National Parliament, Francisco Guterres Lu-Olo said that the NP do not want to intervene in the country’s judiciary system which had already classified Major Alfredo as a criminal for his involvement in Fatu-ahi incident, on May 23, 2006.(TP)

Alfredo Will Surrender Himself When Court Proceeds Criminal Actors: Buras

MP Jose Nomianando (PD), aka ‘Buras’ said that Major Alfredo and his group will surrender themselves when the court starts processing the perpetrators. He said Alfredo deserted F-FDTL Headquarters because he wanted justice, but if justice is in place, he and his group would surrender.

Buras called for the East Timorese leaders and everybody to stop worrying about Alfredo and concentrate on implementing justice, as so far there has been no complaint from the people in regards to Alfredo and his group as they are not troubling the people. He said Alfredo’s involvement on May 3rd was the result of F-FDTL involvement on April 28, 2006.

The MP said he disagrees with the statement of UNMIT [DSRSG] calling Major Alfredo ‘Buronan’ [wanted man], adding that Alfredo is a Timorese and his case is an internal problem that should be solved among East Timorese people and not by UNMIT. Buras appealed to the leaders and the sovereign bodies to solve Alfredo’s case pacifically and without bloodshed. (STL)

International Forces Failed To Take ‘Railos and Labadain To The trial Of Regerio’s: Monteiro

Prosecutor General, Dr. Longuinhos Monteiro said that, ‘I did not intend to hide both Railos and Labadain at my office, but it was the fault of the International Force who promised me to escort both witnesses to the court of appeal, but at the end they did not turn up. So, this was their [International forces] mistake, not mine, stressed Mr. Longuinhos.(DN)

A delegation from Portugal National Parliament meets the President of Republic

Yesterday a delegation from Portugal’s National Parliament met the President of Republic at the Palace the Ashes. The head of the delegation, Mr. José Luis Arnanldo told the journalists that the people of Timor-Leste have to acknowledge the process of democratization and defend the rule of Law. Portugal wants the Timorese to live in tranquility and peace and to have a good life, added Mr. Jose Luis.

A Solidarity visit to the National Parliament

The President of the Parliament said they were happy to welcome the Delegation of Portugal’s National Parliament of Portugal because Portugal has been a good friend of Timor-Leste and had supported the Timorese during the struggle for Independence. The head of the delegation also said that it is important for Timor to first have the electoral law in place before the election. Elections will be the proper way of democracy for the people to elect their leaders freely. On the same occasion, Mr. Jose Luis said Elections will also be the way to solve the problem of the country.

The Government commemorated the Anniversary of UNV

The Government and the UN commemorated the Anniversary of UNV in Timor-Leste. One of the activities of the commemoration is the blood donation. The head of Red Cross said that many members of the UN have donated blood to help those people in need.

Timor telecom

Yesterday Timor Telecom launched the first telephone directory for the people. The book has completed contacting a number of Government offices, private offices, hotels and other important places in the country. This will enable people to access easily the Institutions and other emergency offices.

Xanana: Estamos tristes porque os grupos estão-se a matar uns aos outros

Falando durante uma cerimónia realizada no Jardim Farol em Dili para guardar as armas sagradas – que foram tiradas das casas Sagradas no passado durante os tempos da invasão do exterior – o Presidente Gusmão disse que a violência recente por grupos de artes marciais está a pôr todos tristes. O Presidente apelou aos jovens e à juventude citando as palavras do PM Ramos-Horta que “o futuro de Timor-Leste está nas vossas mãos e não nas nossas, nós já estamos velhos, e como líderes reconhecemos os nossos falhanços, grandes ou pequenos num Estado que acabou de ser estabelecido. Através desses erros estamos a pôr esforços para melhor contribuir para o país”. Gusmão também apelou à unidade e para todos conscientemente se levantarem e declararem que há somente uma nação Timorense, uma nação que é Timor e não coisas tais como lorosae e loromonu. (STL, DN)

Ramos-Horta: 7 de Dezembro uma lição para os Timorenses não serem radicais

O Primeiro-Ministro Ramos-Horta disse que o 7 de Dezembro é uma lição para os Timorenses acabarem a divisão, para deixarem de ser demasiado radicais e para deixarem de possuir armas de fogo. Ramos-Horta disse que a invasão de Timor-Leste em 7 de Dezembro de 1975 foi o resultado do conflito entre a Fretilin e a UDT, seguido por uma guerra civil, a deserção do governo Português e o virar de costas ao povo, o que levou à entrada do TNI no país. Portanto, disse, é uma lição para a nação não estar dividida e honrar as pessoas corajosas que participaram no período da resistência de 1975 até 1999. Disse que muitos estão agora mortos mas alguns como o Brigadeiro General Taur Matan Ruak, Lere, Falur, L7 e muitos outros ainda estão vivos. Alkatiri: se o Estado precisar de mim darei todo o apoio

O antigo Primeiro-Ministro, Mari Alkatiri reiterou que se o Governo, o Parlamento, o Presidente, e a Justiça requerer a sua assistência ele cooperará completamente para tentar e resolver problemas do país. Alkatiri diz que não quer tirar vantagens políticas e apontar o dedo a outros que não têm capacidade para resolver problemas, anotando que em princípio a Fretilin também desaprova porque a Fretilin detém o poder. A preocupação da ONU é a mesma do Parlamento Nacional

Francisco Guterres Lu-Olo, Presidente do Parlamento Nacional, disse que as preocupações da ONU acerca da lei eleitoral são as mesmas do Parlamento. Disse, infelizmente, a lei não foi aprovada devida a algumas diferenças de opinião mas que tem seguido de perto o processo com grande preocupação e esperança de que o documento seja aprovado de modo a possibilitar que o STAE e a CNE comecem as preparações para as eleições de 2007. Disse que o debate vai agora no artigo cinco da lei sobre a CNE e uma vez acordada segue-se a discussão do documento sobre as eleições gerais, que tem esperança seja aprovado em 22 de Dezembro e continua com a lei eleitoral para a eleição Presidencial. Se não houver solução do problema dos grupos de artes marciais, haverá ameaças para as eleições gerais de 2007

Em relação à ressurgência da violência dos gangs que envolveram alguns membros dos grupos de artes marciais, o Director do Instituto de Estudos de Segurança de Timor-Leste (ETISS), Júlio Tomas Pinto disse que os líderes do país têm que resolver os problemas cometidos pelos grupos de artes marciais. Acrescentou então que Timor-Leste tem tido problemas diferentes de tempos a tempos. Também enfatizou a importância duma lei básica que pode ser usada para regular os grupos. Contudo, sobre a mesma questão, o secretário de Estado da juventude e desportos, José Manuel Fernandes foi citado como tendo dito que o Ministério da Educação está no estádio de discutir a lei básica do desporto. (TP)

Em adição, no Diario National, o PM Ramos-Horta disse que a URP e a UIR ficarão encarregadas de controlar os grupos de artes marciais. Disse, “a URP e a UIR controlarão os membros dos grupos de artes marciais que têm em seu poder armas ilegais e estão a causar problemas em Dili.” Acrescentou que já fizeram reuniões com a UNPOL e o Ministro do Interior para reactivarem rapidamente os membros da URP e da UIR de modo que essas duas unidades possam ajudar a UNPOL a resolver o problema causado pelos grupos de arte marciais. Encontro mútuo para um diáçogo nacional: jovens de Lorosa’e-Loromonu encontram-se com o Presidente Gusmão

Falando aos jornalistas, João da Silva (Choque) disse que sob liderança do Presidente Gusmão haverá um comité organizador com o objectivo de acomodar diálogos nacionais com o envolvimento de tantos jovens de Lorosa’e e Loromonu quanto possíveis para garantir o regresso a casa dos deslocados e pôr um fim à violência. O Parlamento Nacional questiona a soberania de T-L em relação com as armas de Alfredo

O deputado Francisco Miranda Branco (Fretilin) questionou o soberano domínio da lei de Timor-Leste porque está preocupado com a recente situação de segurança quando se viu o Major Alfredo e os membros do seu grupo com armas em seu poder. Tem a opinião que isso cria um precedente que ‘quem quer que se torne mais forte será quem detem a justiça’ [implementam a justiça de acordo com o que querem]. Branco pediu ao Presidente do Parlamento para pedir ao Ministro do Interior e ao Ministro da Defesa para explicarem com clareza o estatuto e as armas que estão nas mãos do Alfredo e do seu grupo. Em adição, Vicente Guterres, da bancada UDC/PDC urgiu que a sessão plenária defina claramente o estatuto do Major Alfredo e do seu grupo, se Alfredo está ainda activo nas forças militares ou não. Sobre a mesma matéria, Rui Menezes, (PD) também questionou o processo de compra de armas através duma companhia privada. De acordo com Menezes, as armas vieram possivelmente duma companhia privada que abastece armas para Timor-Leste, e não do exterior. Contudo, o presidente do Parlamento Nacional, Francisco Guterres Lu-Olo disse que o Parlamento Nacional não deve intervir no sistema judicial do país que já classificou o Major Alfredo como um criminoso por causa do seu envolvimento no incidente em Fatu-ahi em 23 de Maio, 2006.(TP)

Buras: Alfredo entregar-se-à quando o tribunal processar os actores Criminais

O deputado José Nomianando (PD), aka ‘Buras’ disse que o Major Alfredo e o seu grupo se entregarão quando o tribunal começar a processar os perpetradores. Disse que o Alfredo desertou do Quartel-General das F-FDTL porque queria justiça, mas que se a justiça estiver no lugar, que ele e o seu grupo se entregarão.

Buras pediu aos líderes Timorenses e a toda a gente para se deixarem de preocupar com o Alfredo e se concentrarem a implementar a justiça, porque até agora não houve queixas das pessoas em relação ao Alfredo e ao seu grupo porque não estão a causar problemas às pessoas. Disse que o envolvimento de Alfredo em 3 de Maio foi o resultado do envolvimento das F-FDTL no 28 de Abril de 2006.

O deputado disse que discorda da declaração do Vice-Representante Especial do Secretário-Geral da UNMIT [DSRSG] que chamou ao Major Alfredo ‘Buronan’ [homem procurado], acrescentando que o Alfredo é um Timorense e o seu caso é um problema interno que deve ser resolvido pelos Timorenses e não pela UNMIT. Buras apelou aos líderes e aos órgãos de soberania para resolver o caso de Alfredo pacificamente e sem derramamento de sangue. (STL)

Monteiro: as forças internacionais falharam em levar Railos e Labadain para o julgamento de Rogério

O Procurador-Geral, Dr. Longuinhos Monteiro disse que, ‘não tive intenção de esconder nem Railos nem Labadain no meu gabinete, mas foi culpa da Força Internacional que me prometeu escoltar ambas as testemunhas para o Tribunal de Apelo, mas acabaram por não aparecer. Uma delegação do Parlamento Nacional de Portugal encontra-se com o Presidente da República

Ontem uma delegação do Parlamento Nacional de Portugal encontrou-se com o Presidente da República no Palácio das Cinzas. O responsável da delegação, Sr. José Luis Arnanldo disse aos jornalistas que as pessoas de Timor-Leste têm de conhecer o processo de democratização e defender o domínio da lei. Portugal quer que os Timorenses vivam em tranquilidade e paz e que tenham uma boa vida, acrescentou o Sr. José Luis.

Uma visita de solidariedade ao Parlamento Nacional

O Presidente do Parlamento disse que estava feliz por dar as boas-vindas à delegação do Parlamento Nacional de Portugal porque Portugal tem sido um bom amigo de Timor-Leste e apoiou os Timorenses durante a luta pela Independência. O responsável da delegação disse também que é importante para Timor ter primeiro a lei eleitoral aprovada antes da eleição. As eleições serão a maneira adequada da democracia para as pessoas elegerem livremente os seus líderes. Na mesma ocasião, o Sr. José Luis disse que as eleições serão também a maneira para resolver o problema do país.

O Governo comemora o aniversário da UNV

O Governo e a ONU comemoraram o aniversário da UNV em Timor-Leste. Uma das actividades da comemoração é a dádiva de sangue. O responsável da Cruz Vermelha disse que muitos membros da ONU doaram sangue para ajudar os que precisam.

Ontem a Timor Telecom lançou a primeira Lista Telefónica para as pessoas. O livro tem os contactos completos dos gabinetes do Governo, gabinetes privados, hotéis e outros locais importantes do país. Isto permitirá às pessoas terem acesso com facilidade às Instituições e a outros gabinetes de emergência.

In relation to the above, it is laughable to suggest that UIR and URP will control anyhting to do with the martial arts groups. These units are heavily infiltrated by these groups. See Ausaid report on Youth Gangs, by James Scambury, where he sites in page 15 that the martial arts groups have heavily infiltrated the security forces especially the PNTL. UIR was 75% made up of PSHT or "SH" members. It is a known fact. They have been behind the violence and still are without doubt. Those who made it into the PNTL are the gang leaders not the followers. Witness the number of police who have been arrested for being right in the thick of the violence. Abilio Mausoko was an SH member.

How was former Interior Minister Rogerio Lobato ever able to control these groups? He was an outsider. He did not know who they were. However, former Police Commissioner Paulo Martins, can, did, has been and will be able control/manipulate these groups and the crimes they commit. Who burnt down houses in Osindo, Fatometa and shot a young lady at Fatometan Church? Who bashed to near death a man in August in Bairo Pite? It was Paulo Martins' nephew named Ameta who is also a local leader of the local martial arts groups who undertook an orgy of violence and destruction in Fatometan and Bairo Pite area. This is starting to finally make sense. Ameta lived in Martins' house and was brought up by him....like a son.
