EAST Timorese rebel leader Alfredo Reinado, who has threatened to kill Australian troops who try to force his surrender, should hand himself in, federal Justice Minister Chris Ellison said today

Reinado has been on the run since he and 50 others escaped last August from a Dili prison where the rebel leader had been detained on weapons charges following violence in the Timorese capital in April and May.

Negotiations for his surrender are continuing, with the UN and the East Timorese government reportedly holding talks with Reinado in recent days to try to persuade him to turn himself in.

Australian soldiers have also set up roadblocks in the area around Reinado's camp in a village four hours drive west of Dili, where he is under restricted movement, ABC relevision reported.

But Reinado has warned he would take on Australian soldiers who tried to force him to surrender.

"This is my country. I am proud to die for my country, to defend the right of my country and my people," Reinado said on ABC TV yesterday.

"But my promise is, whenever you bring the thousand, I will take some with me."

Senator Ellison said today that Reinado's comments were disturbing and inappropriate.

"We would certainly say to Mr Reinado that he should surrender himself and he would be dealt with according to due process of law.

"To make these sorts of threats is entirely inappropriate."

Satellite VoIP For Dili Air Services

The logistics command centre located inside the ADF compound at Dili Airport in Timor can now make VoIP calls to the Australian PSTN via Newsat satellite.

The service, made possible by URSYS, MyNetPHone and satellite company, Newsat could pave the way for more satellite VoIP deployments by MyNetPhone.

Although located within the ADF compound the customer is an Air Services Logistics company, providing support to the Australian defence presence in Timor.

"Our satellite communications partner, URSYS, provides new routing technology to optimise VoIP traffic across satellite with the MyNetFone service," said Andy Fung, Managing Director of MyNetFone.

"URSYS has now connected all major teleports operating in Australia into the MyNetFone service delivering business quality voice calls from any location within the satellite footprints covering Australia, New Zealand and South East Asia. As a result, we expect significant VoIP satellite business for MyNetFone this year," he said.

Grahame Cover, CEO of URSYS said: "To run business quality voice services over satellite, you have to compress the voice packets in a trunk and prioritise the voice data via a secure tunnel all the way back to MyNetFone's platform. This has the added bonus of zero packet loss and low traffic congestion resulting in business grade call quality."

"We currently support dozens of URSYS clients operating in what we now call ‘Managed Space Segments' as opposed to ‘Public Space Segments'," said David Atkinson, General Manager - Teleports at NEWSAT.

"With the move away from Public Space we will able to greatly improve the security and performance of our Client Networks," he said.

A sessão plenária de hoje dia 22 de Janeiro de 2007, foi presidida pelo Vice Presidente do Parlamento Nacional, Sr. Jacob Fernandes, em conjunto com o Secretário da Mesa, Sr. Francisco Carlos Soares e as Vice-Secretárias, Sra. Maria Terezinha Viegas e Sra. Maria Avalziza Lourdes.


Foram abordadas na sessão plenária as seguintes informações:


Informação aos Senhores Deputados sobre a devolução, com veto por inconstitucionalidade, do Decreto No. 59/I/5a., sobre o “Estatuto dos Ex-Titulares dos Órgãos de Soberania”;
Apresentação do Especialista de Tecnologia Informática, recrutado pelo PNUD;
Declaração dos Combatentes das Ex-Falintil e simpatizantes do caso de Oan Kiak e Mau Soko;
Distribuição aos Senhores Deputados do questionário de avaliação dos Serviços do Secretariado.


Entre outros assuntos, foi uma vez mais abordada a situação actual em Dili concernente os actos cometidos por alguns membros de “arte marciais”, os quais provocaram desentendimentos e distúrbios que causaram feridos e também mortos.

Os Deputados discutiram amplamente sobre este assunto e solicitaram a Mesa para que junto ao Governo requera a solução desta situação através do Ministério competente.

Por outro lado os Deputados pediram para que este Parlamento tome uma Resolução com vista a encontrar uma solução adequada a esta situação.

Allegations about political activities of Cuban Doctors are totally false

The Government of Timor Leste categorically denies the allegations published on the 20th January 2007 in the newspaper Timor Post about alleged political activities of Cuban doctors in the country.

The story in the front page of the Timor Post is totally false. No person named Rodrigues Peralta exists in the country, working in a Cuban Medical team or in any other activity. In fact, the official records of the Ministry of Health show that there is no Cuban citizen in Timor-Leste with that name.

A statement from the Embassy of the Republic of Cuba confirms that much. In a press conference in Dili, the Cuban Embassy informed that no such person exists working in Timor-Leste and considered the allegation of political activities by Cuban Doctors a “dirty calumny and stupid lies”.

The Government of Timor-Leste strongly protests against such irresponsible attitudes that spreads lies for political purposes. The Government appeals to the public to be aware of all political maneuvering that are based in lies.

Cuban doctors and other foreign nationals living in Timor Leste make an important contribution to the devellopment of our country and the Government stresses that all irresponsible actions that hinders the progress and the confidence of the Timorese society and economy should be avoided.

The Government of Timor-Leste reaffirms its firm commitment to contribute to the stability of the country and to strengthen the confidence of the public in the efforts being made to overcome our difficulties.

Dois mortos em bairro de Díli

Díli, 21 Jan (Lusa) - Dois homens foram mortos hoje durante confrontos na periferia sul de Díli, culminado uma semana de incidentes diários em vários bairros da capital timorense.
As vítimas foram referenciadas como pertencentes à Polícia Nacional de Timor-Leste, segundo vários residentes da área do Matadouro ouvidos pela Lusa.

Ambos os polícias estavam "fora de serviço e não estavam fardados" quando foram atacados, segundo as mesmas testemunhas.

Um dos homens, de 22 anos, morreu com três tiros, ainda segundo os residentes do bairro.

Os confrontos começaram sábado à tarde no Matadouro e no bairro Pité, do outro lado da ribeira de Malôa, que separa os dois bairros, e prolongaram-se pela manhã e tarde de domingo.

Uma unidade do corpo de intervenção da GNR do sub-agrupamento "Bravo" foi chamada em reforço do contingente da Malásia que assegura o policiamento daquele sector.

Ao princípio da tarde, alguns elementos do grupo que atacou o bairro continuavam barricados numa cabana de uma colina sobranceira ao Matadouro.

Para o local, foi também deslocada uma unidade do exercício australiano e um helicóptero.

Incidentes de apedrejamento e combates entre grupos rivais de artes marciais, alguns com utilização de armas de fogo, ocorreram esta semana em vários bairros de Díli, como Caicoli, Colmera, Fatuhada, Pité, Hudilaran e Kampong Alor.

No dia 14, o corpo de um jovem timorense foi encontrado na estrada conhecida por "Banana Road". A polícia relacionou a morte com a onda de violência entre bandos rivais.

Segundo os residentes de Matadouro ouvidos pela Lusa, o ataque ao bairro começou sábado e foi feito por um grupo organizado que desceu das colinas sobranceiras ao bairro.

A violência urbana tem marcado o quotidiano de Díli desde os acontecimentos de Abril e Maio de 2006.

Nos últimos meses do ano, as forças policiais registaram uma diminuição do número de incidentes, mas o número médio de vítimas mortais mantém-se ao nível dos piores meses do ano.

Xanana Gusmão diz que desta vez é mesmo para levar a sério e que não será, de novo, candidato presidencial. Admito que sim, mas algo me diz que a prudência quanto aos prognósticos é boa conselheira.

Assumindo que, de facto, não será mesmo candidato, então a coisa complica-se. José Ramos-Horta sugere Taur Matan Ruak. Pois...

Neste jogo de espelhos e de sombras, algo me diz que Ramos-Horta só não agarrará o lugar se não conseguir. Afinal, não é credível que alguém que gostaria de ser secretário-geral da ONU não queira ser Presidente do seu próprio País. Certo?

EAST Timorese rebel leader Alfredo Reinado says Australian troops will be killed if they try to force his surrender.

Mr Reinado has been on the run since he escaped from a Dili prison along with more than 50 others in August last year.

He had been detained on weapons charges following bloody violence which erupted in the tiny nation in April and May.

Negotiations for Mr Reinado's surrender are continuing with the United Nations and the East Timorese government reportedly holding talks with the rebel leader in recent days to try to persuade him to hand himself in.

Australian soldiers have also set up roadblocks in the area around Mr Reinado's camp in a village four hours drive west of Dili, where he is under restricted movement, ABC Television reported.

But Mr Reinado warned he would take on Australian soldiers who tried to force him to surrender.

“This is my country. I am proud to die for my country, to defend the right of my country and my people,” Mr Reinado told ABC Television.

“But my promise is, whenever you bring the thousand, I will take some with me.”

Mr Reinado told ABC he cancelled a meeting with the UN last week because UN and Australian troops were trying to arrest him.

“I think they are so powerful, they're well-trained as they are and I'm ready for it, as I am myself also,” he said.

Two youths were stabbed to death on Sunday when a wave of gang violence erupted in East Timor.

A witness says the youths - one a member of the national police - were killed as they walked home from church in the capital, Dili.

A third youth suffered slash wounds in a separate attack.

In another incident a mob attacked the house of a martial arts trainer and injured four people.

Stone-throwing between youths from rival groups was also reported.

An outbreak of violence in Dili in May 2006 saw 37 people killed when clashes between security force factions degenerated into street violence - pitting members of street gangs and rival martial arts schools against each other.

The violence prompted East Timor to seek deployment of foreign peacekeepers and UN police, and the installation of a new government in July headed by Prime Minister Jose Ramos-Horta.

Austrália vai assinar pacto da ONU sobre Timor-Leste

O papel dos polícias e militares da Austrália em Timor-Leste será posto numa base mais sólida com a assinatura de um novo acordo com a ONU, diz o Ministro dos Estrangeiros Alexander Downer.

"Isto será feito nos próximos dias," disse aos repórteres.

O Sr Downer sublinhou que a Austrália tinha uma forte relação com a ONU na questão da mais jovem nação da Ásia, Timor-Leste, desde 1998.

"Têm feito um bom trabalho em circunstâncias difíceis," disse. "Disse ao Secretário-Geral que a ONU pode continuar a jogar, e deve jogar, um papel muito importante na monitorização e aconselhamento da liderança política Timorense. "É difícil governos internacionais individuais fazerem isso com outros governos, por razões óbvias, mas é um papel que a ONU pode particularmente ter e para o qual está habilitada"

East Timor president honored at USSA

DAPHNE -- After receiving an honorary degree from the United States Sports Academy here, Kay Rala Xanana Gusmao, the president of East Timor -- the world's youngest nation -- said that sports can help his country to mature and prosper.

"What does sport have to do with reconciliation?" he asked the crowd of about 50 people. "It has everything to do with the reconciliation, peace and building a system of unity."

For decades, Gusmao said, the Timorese were besieged by violence, and athletics vanished.

Gusmao said he believes that by establishing athletics -- soccer seemed to be at the forefront of his mind -- citizens can begin to build their country democratically.

The median age in 1.06-million population East Timor is around 20, according to the CIA World Factbook Web site. In a developing nation like his, with a large number of young people, there is a need for children to learn the "togetherness" of sports, Gusmao said.

That's where the Sports Academy comes into play.

Thomas Rosandich, president and founder of the U.S. Sports Academy, vowed to help East Timor develop sports facilities. "I personally will find a way to help them in the thing that I know, and that is sport," Rosandich said.

On the eastern half of an island in the Indonesian archipelago a few hundred miles north of Australia, East Timor became a nation, also known as the Democratic Republic of Timor-Leste, on May 20, 2002.

Gusmao, a former guerrilla leader who spent a decade in prison, was installed as the first president.

A former member of the Peace Corps who once lived in Indonesia, Rosandich bestowed the doctoral degree upon Gusmao and compared him to South African civil rights leader Nelson Mandela and Indian peace organizer Mahatma Gandhi.

"Our ties are long and old and good and strong, and they will even get stronger in the future," Rosandich said. "You're a special person, and we're honored to have you here."

He promised he would meet with lawmakers in Washington, D.C., next month to negotiate a bill and "make this a reality."

After Gusmao received the degree, he received some local gifts, too. Daphne Mayor Fred Small presented Gusmao with a key to the city, and local artist Bruce Larsen handed him a bird sculpture made from found objects, including a piece of wood from Mobile Bay and "some sort of lever from a tractor," Larsen said.

Another Larsen sculpture, "The Sprinter," stands outside the Sports Academy along U.S. 98.

Gusmao then presented Rosandich, Small, Larsen and Sports Academy representatives with gifts from his country, including colorfully woven scarves.

These days, the one sport that many people in East Timor learn is martial arts, Gusmao said in a brief interview with the Press-Register after the ceremony. But they use their knowledge in that field for violence.

Even soccer in the young nation can become violent at times. But Gusmao said he believes sports, with the proper training, can teach fairness and "it will strengthen the national unity and strengthen the social harmony."

"To change mentalities, it takes time," he added. But sports "can help build mutual understanding, build tolerance."

Gusmao even joked that he might try to ask David Beckham, the British soccer player who recently signed a five-year, $250 million contract with the Los Angeles Galaxy, for a little bit of cash to build sports facilities in East Timor.

"We can build Beckham Sports Complex," he said, extending his hands out as if spreading them across a marquee. "I believe he would like it. Of course he would like it."
